Dr. Belinda Chen is the director of Digital Transformation Research Service Institute (DTRI) at Institute for Information Industry (III), Taiwan. Dr. Chen received a B.Sc. degree from the National Taiwan University in Taiwan; M.Sc. and Ph.D. degrees from School of Public Health in Harvard University, USA.

She is the leader of the information technology group in Taiwan Biobank Project and has more than 20 years of research experience of ICT applications in public health promotion and preventive medicine, Living :ab research, and smart cities planning. She is the founder of Taiwan Living Lab established since 2008. It combines the user-centered concept and conducts innovative experiments with partners through test iterations in a real-world environment, using office buildings and communities in Taiwan as demonstration sites for innovative services, such as content interactive technology, smart sports and fitness, smart vending machines, and service robots. Dr. Chen currently also serves as a senior project director of AI industry promotion initiative in Taiwan.

Dr. Chen’s areas of expertise include:

  • Living Lab methodology and design of service validation protocols
  • Industrial ICT promotion with AI/IoT applications
  • Biobank and public health
  • Smart living technologies in smart cities/intelligent park planning
